Wi-Fi uses low-power, non-ionising radio waves — the same general category as FM radio — at power levels far below international safety limits. Major health agencies, including the WHO, state that current evidence does not indicate harm from Wi-Fi exposure at normal levels. It cannot damage DNA the way ionising radiation (X-rays, UV) can.
No single person did. ARPANET was built by teams of researchers in the late 1960s, TCP/IP was developed by Vint Cerf and Bob Kahn, and Tim Berners-Lee invented the World Wide Web in 1989–1991. It was a decades-long collaborative effort.
